Construction Project Status
Construction is a sure sign of progress and improvement in a healthy economy. Public streets and utilities need regular repairs, maintenance and upgrades. Such work is funded through Brea’s Capital Improvement Program (CIP) and combinations of Federal and State grant programs that have been established for specific types of work.
Only after many years of careful planning and budgeting can various CIP Projects get out to bid. Once contracts are awarded, it is yet another process to ramp up the actual construction. The City of Brea works closely with selected contractors to schedule work as tightly as possible and get notifications out during critical phases of work.

Construction Commences on 2021 Slurry Seal Project
The 2021 slurry seal project is expected to start construction on Monday, May 10, and be completed by May 21, weather permitting. The scope involves the crack sealing and slurry seal of approximately 600,000 square feet of pavement on streets east of Brea Boulevard and north of Imperial Highway as shown on the map available by clicking here. Flower Street will be completed at a later date to not interfere with school traffic.
Posting and advisory notices will be sent out by the contractor, Doug Martin Contracting, two weeks prior. Message boards will be in place on Birch Street to inform the public.
Brea Place Landscape Median Extension
The Brea Place development project began construction for a landscape median extension on Birch Street last Friday, April 16. Traffic will be impacted intermittently on Birch Street, from the Brea Mall entrance to State College Boulevard, between the hours of 9:00 a.m. and 3:00 p.m. One lane will be open at all times in each direction. This work is scheduled to continue for the next four to five weeks.
Additionally, the sidewalk on Birch Street, fronting the construction project, will be closed for the next three months. Please drive safely when going through the area and/or choose an alternate route.
Berry St and Imperial Hwy Intersection Street Improvements
This project will construct a new right turn lane on Imperial Highway onto Berry Street. Construction began on Monday, February 15 and will be completed in three main phases. Phase 1 includes some underground work that will require night-time work from Monday, March 1 through the week of March 15, from the hours of 10:00 p.m. to 5:00 a.m. There will be no night work on Friday, Saturday, or Sunday. Phase 2 includes the construction of the right turn lane, sidewalk, ADA ramps, and signal work. Construction for this phase of work will be completed during daytime hours. Street and Water Improvements on Steele Dr and Pleasant Hills Tract
This project will construct approximately 11,840 linear feet of water main and rehabilitate residential streets. It will be completed in two main phases. Phase 1 includes all streets north of the intersection of Wardman Drive and Steele Drive. Phase 2 includes all streets south of the intersection of Wardman Drive and Steele Drive. This project is scheduled to start on Monday, March 8 and is anticipated to be completed by October 2021. View the construction notice.
Street and Water Improvements within the Napoli Tract Subdivision
This project will replace the existing water mains, water service lines, and complete pavement rehabilitation on various streets within the Napoli Tract Subdivision. Construction is anticipated to being on Monday, March 1, but there will be some pre-construction activities, such as surveying and utility potholing in the area prior to this date. The project will be completed in two main phases. Phase 1 will include the construction of the new water mains and services, and Phase 2 will include the pavement rehabilitation work. Moorpark Dr Water Improvements
This project will replace approximately 1,250 linear feet of existing ductile iron pipe (DIP) with polyvinyl chloride (PVC) C-900 pipe. The Project is located within a residential neighborhood on Moorpark Drive, from Brittany Lane to Larkstone Lane. The work consists of installation of new PVC C-900 pipe, abandonment of old DIP, reconnection of water services and fire hydrants. Stephen Doreck Equipment Rentals, Inc. was awarded the contract for this project. Construction is anticipated to begin on Monday, February 22 and will take approximately two months to complete. Street, Water, and Sewer Improvements for North Hills West and East Tract Subdivision
July 22, 2020 CIP Construction Notice: North Hills West and East Tract Subdivision
This project will replace the existing water mains, water services lines, a sewer main, and complete pavement rehabilitation on various streets within the North Hills West and East Tract Subdivision.
Residents adjacent to these areas may require water service interruption in order to install the new water service connection. Additionally, there will be heavy construction activities, during daytime hours, which will require traffic control to be set-up during the construction, which may delay commutes through the construction zone.
The City’s contractor, Big Ben, Inc., will provide additional notices and signage throughout the project with respect to driveway access and temporary water service disruption to complete the necessary new water connection.
The project contractor is anticipating construction work to begin in mid-August and will provide further notices with respect to the water services connections and driveway access. The project will be completed in two main phases. Phase 1 will include construction of new water mains, services, and a sewer main within the West Tract area followed by pavement rehabilitation. This Phase is anticipated to be completed by later this year. Phase 2 is anticipated to start later this year with the construction of the new water mains and services within the East tract area followed by pavement rehabilitation. This Phase is anticipated to be completed by Spring 2021.
