The Financial Services Department is responsible for the fiscal affairs of the City of Brea as well as overseeing water service and issuing business licenses. The fiscal affairs of the City includes the handling and investment of cash receipts, procurement of goods and services, disbursement of all money, billing of utilities, recording of all transactions, preparation of the payroll, preparation and maintenance of the budget and general ledger and safeguarding the financial assets and financial records of the City.

Financial Services Director Bill Gallardo was appointed to his position in August 2004. Prior to his appointment, Bill served as Brea's Financial Service Manager for the past 14 years.

Water Rate Tiered Billing System Promotes Water Conservation
See how you can save money and conserve water by managing your water usage. Click here to view the City of Brea's tiered water rate billing system. Water rates are adjusted annually to cover increased costs of purchasing and delivering water to residential and business communities. The cost to purchase water from Brea's two major water suppliers: Metropolitan Water District and Cal Domestic have increased significanly due to drought induces shortages.Purchasing Division

Information for Massage Establishments and Technicians
A massage establishment permit is required of all massage businesses operating within the City limits. Massage technicians must also obtain a permit for working at these establishments, as well as in healthcare providers’ offices.
